The official WhatsApp Business Platform changelog was updated on September 30, 2026 with a series of changes effective October 1, 2026. For businesses in Indonesia, where WhatsApp is the primary customer-service channel, three things matter: service messages beyond the free tier are now chargeable, the free messaging window from click-to-WhatsApp ads is extended, and Meta is preparing its Business Agent. Every fact below comes from the official changelog, which we captured on October 1, 2026.

What changed in service-message pricing?

Starting October 1, 2026, service messages (free-form replies inside the 24-hour window) remain free up to 1,000 messages per month per business phone number; beyond that quota they are charged. Meta clarified that a reaction message is the only service-message type that stays free for all businesses and does not count toward the quota. There is a temporary exception: through December 31, 2027, eligible government and non-profit organizations remain free beyond the quota. Rates differ per market; check the official pricing page for your destination country.

What are Conversation Routing and Meta Business Agent?

Conversation Routing is new documentation (September 23–30, 2026) governing how inbound messages are routed when more than one partner shares a WhatsApp account, including thread-ownership states and an AI-generated conversation summary delivered on handover. On September 30, Meta added guidance for preparing existing integrations before enabling Meta Business Agent, Meta’s own AI agent, along with a Business Agent Usage Insights API for viewing billed messages and tokens. For businesses, this signals that WhatsApp reply automation will become increasingly integrated into the platform itself.

What should you check in your account?

The following is our editorial checklist, not official Meta guidance: (1) measure your monthly service-message volume against the 1,000-message quota; (2) if you run click-to-WhatsApp ads, use the FEP window that can now stay open for up to 7 days, up from 72 hours, for no-charge messaging; (3) map the partners connected to your number, because Conversation Routing changes behavior when a second partner is assigned; (4) make sure your template categories are correct so they are not billed as marketing.

What does this article not cover?

We do not cover per-country rates, Marketing Messages API changes outside the September entries, or Meta Business Agent token pricing; those numbers change and should be checked on the official pages at implementation time. The changelog was checked on October 1, 2026. If you want to assess what these changes mean for your customer-service workflow, talk to us.
